Twenty years as a cop had persuaded Officer Riley that being on the take was for fools.
There was far more money to be made by kidnapping dirty cops from the women's locker room, sending the evidence of their corruption to Internal Affairs, then selling the crooks as slaves via Dark Web Auctions.
Once the disappearance of the corrupt officers was noticed, Internal Affairs assumed they had been tipped off they were about to be arrested and had fled the country. So there was no further investigation.
It was the perfect crime, and Riley was even cleaning up the Police Department in the process!
