re:quietgenie - whether or not a character is a significant part of the base work doesn't matter for ANY fanworks. more important is whether or not the character's design, abilities, personality, or backstory (a) are appealing to the fanwork creator, (b) have unexplored possibilities that a fanwork can run with, or (c) are useful for the plot of the fanwork [such that the fanwork has a plot].
