Her body is dead but not her brain as The Flood infecting a living being if seen by another person would assume the infected is dead but really it's only their body that was killed as the infected has no control of it's actions only the Flood Infection while the Brain is forced to feel constant pain caused by the Flood. So she is really a walking dead corpse while her brain is still alive constantly in pain.

The Flood infection kills the victim in the initial attack. Their brain, while barely kept alive for the first stages of infection, still constitutes as deceased. The Flood consumes the body's cells, turning it into a combat form with time. This is a decaying corpse. This is necrophilia.

Being infected by the flood doesn't always kill the person infected. I can't remember what the ratio is, but I think the area of infection matters. In this case, I'm pretty sure she is dead.

Being infected by the flood will always kill the host unless that person is considered of value. In the case of Keyes, he was kept "alive" purely for information. The initial attack guarantees death, it's just that the infection prevents the body from receiving that signal, so it thinks it's still alive.
I recommend reading up on it, the whole process is fairly interesting.
