Little known fact, Disney had originally made the centaur females topless, until the execs complained about the bare breasted ladies, and forced him to change it. If you watch the movie closely, you can see where the nipples were made to look like the center of the flower blossom.

They are topless in the movie. They just don't show nipples. But considering you can see some wearing kinds of tops and some not, it's easy to tell they're topless. No nipples though. I assume that's what was removed.
