Mass-producing horses takes a lot of time, resources, and sacrifice! Literal sacrifice because the company takes particular "volunteers" to turn into the horses. Unfortunately, the company is unable to go as far as making organic bodies for the horse, so for now they use synthetic bodies. With synthetic bodies and the absence of organic bodies, they require a user to hop inside and wake them up after transformation, as we see here. The synthetic bodies cannot operate fully independently, and require a user to live inside of them. Other than that, these horse bodies are nearly indistinguishable from regular horses, and have all the same features, if not better! (RP with me!)
