This is almost definitely how inklings and octolings actually give birth.
We know inklings lay eggs because the art book calls the first phases of inkling life "Larvae". Because of this we can infer their reproduction doesn't differ much from real world cephalopods. Many cephalopods are intersexual species meaning they have both male and female reproductive organs. In cephalopods specifically, one of their arms will generally act as the penis. This also means those "Tentacle fucking" posts are also weirdly accurate. In summary, all inklings and octolings have pussies, all inklings and octolings have hair dicks, and inklings and octolings lay eggs like THAT. you're welcome!
