Basically he never delivers all the commissions he takes, every year or so he "appologizes" after getting called out but still doesn't do anything. Somehow people keep commissioning him so the cycle repeats

Only thing this sort of rage posting is good for is to annoy people with your actions, not artists. No one cares a flying fuck if he scams you at a porn site. I would expect something petty like this from Reddit or what not.
