All the characters in avatar are of main land Chinese nationality (no matter what they skin complexion looks like). Creators of the show said so. Air benders are Tibetans. Fire benders are from the eastern coast. Earth benders are Mongolias, from western boundaries, and from the central national territories. Water benders are southerns near Cambodia and Vietnam (that's why their skin is darker). There is no white or black people in the series.

You fucked all that information up except for there being no white or black characters, that's correct. But Firebenders are based off of Japan, Earthbenders are based off of China, Waterbenders are based off of Inuit tribes, and I forgot the specific region for Airbenders but they're based off of some sort of Monks.

I don't know what parts of China that the characters in avatar are based off of are from. But <the shows creators> Michael D. DiMartino & Bryan Konietzko both said that the show is primarily based on China, the different Chinese people, history, and different east asian fighting styles. They even explained it in a dvd exclusive commentary back in 2007. Everyone is from China in Avatar, but they obviously added Inuit, Aztec, Japanese, Korean, Cambodia, Indian, and Peruvian cultures to differentiate between the nations. But the the races are all primarily based from Chinese people in some way.
