This is an alternate timeline where Kara got caught and was returned to Todd. Fallout 3 explosive necklace was installed as a deterrent for future escape attempts. Kara now lives as Todd's fucktoy forever.

The necklace is a behavior modifier device, it turns a deviant android into the desired mindset through a simple app on your phone. It also has the option of only controlling the motor functions of the android, should you choose to let it retain it's deviant personality while fully controlling it's actions.
