Canonically, 99.99% of the Touhou Characters are flat, the only character with boobs that I've known is Urumi from Touhou 17... The power of fandom is amazing, they can decide to wether give a character boobas or not (mostly boobas)

with this logic above 95% of all touhou characters are teens or pre-teens (except almost all of final bosses of each official game and some exceptions) but the fandom give all characters adult characteristics (boobs, pubes, adult bodies, maturity and etc).
