Because 3D animating is actually harder than you think and surprisingly takes a lot more time and work than 2D animation. This model alone has at least over a 100 hours of work. A simple 10 second animation would take about 4 hours to make provided you've already rigged the mesh with bones and "weight painted" all body parts so that only certain body parts deform when you move somethin. Then applying "soft body" physics to make the breast and ass jiggle. And if you made a mistake it's starting all over. Some people are just happy they've finished a model and want to share it with the world. Maybe later we'll see some animation. But for now let's applaud the artist for his hard work.

Maybe the base model that was used by this artist cost someone else hundreds of hours to sculpt and rig, but the work to produce an image like this is comparatively insignificant.
Step 1) Buy a base figure off daz store (or pirate it)
Step 2) Buy Futalicious cock prop off Renderotica
Step 3) Adjust proportions/face/cock with morph sliders
Step 4) Click on a prefab pose + make a few adjustments
Step 5) Click Render

For a first timer it may take a couple hours to figure out. For someone more familiar, this image could be created in under 30 minutes.
