The government introduced a new law to raise the moral of the citizens and to stop the declining birth rate. It states all female citizens must wear more revealing clothes and any female that can carry a baby must get a heart tattoo on their lower stomach. This is to tell males they are free to be impregnated. Finally it is against the law for a female to decline any male request for her.

I agree. Girls should still be allowed to wear their normal clothes, but on request of men they must strip at any requested time to prove they either do or dont have a heart tattoo. And from there of course, they can be bred anywhere and at any time with said tattoo.
