The card doesn't specify if you can see the cards in your opponent's hand before discarding them, but if you can, it would be pretty good. If you were already planning on using a move that did no damage, you could use it to discard cards from your opponent's hand without any penalty... Am I seriously rating a hentai card?

I don't play official just with friends, so my deck just follows basic rules, but I would have to say that this is neutral because my main deck's point is getting a specific card on the field and keeping it there and after that I just want to keep the enemyy asleep, so prize card viewing, deck choosing, and discard revival is all I need

Would be amazing/op in control/mill, even if you only randomly choose 2 cards to discard from your opponents hand it would be a straight upgrade to Jessie and James (which is already banned in expanded) which reads "Each player discards 2 cards from their hand. Your opponent discards first." (aside from the extra discards you can force by discarding hidden fates weezing with the effect.)
