Unless they have an ability to switch the stat in their attacks it wouldn't be a physical attacker. I've seen people run Modest on Cofagrigus before and work well. Also if you ask me Gardevoir is the base pokemon here. Normally she works the best with a Timid nature, however taking into account how slow Cofagrigus is Modest would be the best choice. And as I've said already it would still work well for the pic.

As for a mega for Cofagrigus I agree it would be a cool idea however I can't see it getting a boost in HP.

I would say some statistic thing but I have no idea how competitive pokemon works.
