Anon 2's point was due to the glans being the one constantly being stimulated as it is arguably the most sensitive part of the penis, the man would experience faster ejaculation as a result of the glans being the one being constricted faster than if the penis would be fully inside.

Although if the dick was inserted hard and deep, it would feel better for the woman, the way Tracer is doing it is constricting the glans harder and faster than if it was inside, thus making it faster to cum.
