According to Breath of the Wild: Creating A Champion (a book by dark horse that has behind-the-scenes info and BotW concept art) the Beta Stealth Set was originally based on the japanese style clothing the Sheikah normally wear instead of the Sheik-like armor worn by Sheikah warriors that ultimately became the Stealth Set that Link actually wears in-game

Also in BotW, the japanese style Sheikah clothing is traditional rain & lightning resistant clothing worn exclusively by members of the Sheikah tribe, while the Stealth Set can be worn by Hylians (presumably a reference to Sheik being the alter-ego of the Hylian Princess Zelda as she wears the chest guard and tights with her mask in SSBU)
