Japanese censorship is a strange matter. It's vague and the interpretation of the law has always been inconsistent.

Nowadays it's seen as censoring pornography, which is done through Article 175 of the Criminal Code, BUT, Article 21 of the Japanese Constitution supports freedom of expression and prohibits censorship. So, why are things still censored? No fucking clue.

Repercussions for not censoring pornography are almost non-existent. Actual enforcement is rare, because no one actually knows what's supposed to be banned or censored.

I could go on about the history of censorship and the Allied occupation of Japan that led things to where they are now, but all of that can just be googled if people are actually interested.
