Random theory: this thing might be some sort of skull collection unit. It's clearly shown in the last moments that it has a belly full of human skulls. Either it can't break down bone, and therefore attempting to excrete them would be painful,or it was meant to retrieve a large number of skulls. Thus being why it rips the head off and swallows it whole after suffocating the victim.

The fangs aren't meant for chewing, they're meant for ripping meat. And seeing as how it's 'tongue' consumes heads, it's safe to say the fangs are meant for defense rather than consumption.
