It kinda seems like this picture was requested/commissions to the artist by someone who does like DBZ, but the artist may not be familiar with the franchise and hasn't done any research of the characters outside of learning what they looked like. The thought process must've been "Well, her name is android 18, as an android she probably would've never experienced sex, being and android and thus no part human....BAM!"
