not completely true, there is a difference between east and west coast super mutants, and the fact that most super mutants in fallout 3 are made by other super mutants they lost their genitals not those created my the master they still have their dicks.
in fallout 2 there is a super mutant who you can arm wrestle and if you lose you are his bitch for the night. but these ones are east coast so big chance they shouldn't have dicks so you are still partially right.
