not all of them have devil fruits thats first of all
and second OCEAN WATER aka salt water and deep seas, lakes oceans of water large bodies of water is the weakness of devil fruits.
you can still take showers you can still brush your teeth and drink water but you cannot swim, you can't go into the ocean

Lunarrosecrow is also wrong. It can be seawater, but it has to be water that is deep enough to reach your hips. This is the case for freshwater too, as we see Luffy getting weakened in baths. Also, the more water there is the more it weakens you, and last but not least it takes time to do so.
