"Waif" has been a word in the English language for hundreds of years, before "waifu" was borrowed from Japanese (less than 20 years ago?). Originally, it referred to girls who were cast out of their families, or otherwise rendered homeless, usually living on the street; a bit dirty, shabby, maybe with torn clothes, but DEFINITELY thin or skinny, from being underfed, possibly underdeveloped (eg small breasts) too. TODAY, it means someone who has traits like the original (though not necessarily starving or homeless). A good example would be the model, Kate Moss, early in her career (rather jailbait!), when she kicked off the look of "waif chic".
With the girl above, I think it would be a stretch to call her a "waif"... unless all of the other options are super buxom and curvaceous. This one seems a bit too healthy, happy, and adequately be-curved to fit the definition. For those who contend this was a typo', meant to be "waifu", compared to a "slut" or "bimbo", what would a "waifu" look like, anyway?
