I usually find it a huge turnoff, because to me it comes off as a form of self-censorship. It makes me feel like the artist is squeamish about drawing nipples and genitals, especially if they're young and/or not used to drawing nudity. Trust me, I did it all the time way back when.

I think you've found two counterexamples though.

In the first one, it still seems a bit unnecessary (until you notice the peek of her left nip), but it actually makes a really good composition. The obstructing tresses actually frame her figure and bring attention to her goodies.

In the second one, hair draping over breasts to show off their form is always fucking choice, though IMO it's more fun with some nip nops peaking (I'm keeping that typo in) out.
