Anyway, is there any way for someone to upload this gif (twitter.com/crocodraws/status/1427773633108267012) by crocodraws to Rule 34? Twitter doesn't let you save gifs to your computer like it does images in my experience. :(

Fastest way for a noob would be to use one of those downloader websites just google them. Something like "twitter gif downloader" Copy what they require and youll have a download link for the gif. Theres of course better long term ways, dedicated downloaders and such.
