The Emerald Beacon believed that time in prison had little effect on hardened criminals, as they were used to the life behind bars and had many friends there. So the Beacon always left her prisoners tied up naked in a very public place and told the police where to pick them up, in order to add some humiliation punishment to the criminals' sentences.
