In the weeks following the cataclysm, some military units succeeded in setting up improvised forts to protect survivors against the rising tide of anarchy. These were the last bastions of the values of the old civilization, where there was law and order and women's rights were still respected.
Beyond the fences of the small forts, a brutal warrior society was emerging where women were enslaved and traded like cattle. This meant those women who could fled to the scattered military encampments, adding to their supply problems.
After a year in which no new government emerged, the soldiers in those forts came to accept that the 'might is right' world on the other side of their fences was now the new reality. Then they began to view their large female population as a resource to be exploited, and started trading with the warrior tribes in the wilderness.
1
