The unlock requirements for this scene goes as follows: New Game Plus, Chaos difficulty without ever changing it. Clear the game, EX Dungeon, and then try to initiate the secret Team Mystic Arte with Velvet and Magilou. If it triggers the ones with Velvet and Laphicet, or Magilou and Eleanor instead, it worked. Then rest at any inn, and voila!
