I personally liked this scene wo badly because of what agentezombi said
Someone so dignified and egocentric as Enrome being Ridiculed as a child got my sadist hearth racing, it's not only about the people involved
It's about the depiction of it. It's like an ant taking down a giant or a cat playing with its mouse

Worth noting that Enorme looks like that because Utena was distorting her own perception to see Enorme as a little girl.
This made it easier to "bully" her, because otherwise, Utena found Enorme to be just so mind-numbingly boring that she couldn't even bring herself to punish her.
You can see that, from the other characters' perspective, she looks the same, and they were even confused because from their view, Utena was basically leaning in and talking to Enorme's torso at a few points.
