The text that says maybe it was a good idea to swap out rough skin, is false infomation. What i mean by that is that pokemon with rough skin can choose wether it will hurt or not, aka if your pokemon with rough skin likes you, you can touch it as you like it won't hurt you. This was proven multiple times in the Anime.
