If I'm not mistaken, I do believe Jeanette herself was taken as inspiration for Arkham Asylum Harley, which then paved the road for most, if not all, modern versions of Harley. (Notably, the pigtails, outfit generally being a corset instead of the jumpsuit, Arkham Knight Harley resembles Jeanette the most, I'd say.)
