After causing too much death and destruction in Noxus a Noxian noble had enough and decided to have her killed and stuffed as a display piece.
Despite being so much trouble Briar had a pretty attractive looking body and served well as a trophy and sex toy for the Noxus noble and his distinguished guests. Her empty eyes and fixed smile on display for eternity as a beautiful taxidermized toy.

If we were to take the real lore from Briar in question, she's technically Alive, because of the gem's glyph being kind of blend and stuck inside of her, so if someone were to even drop the measly bit drop of blood on her, she would literally re-awaken.
Blood Golems (Briar's race) can't necessarily die, they can only be stopped and deactivated temporarily.
