I love the level of absurdly overkill contention for a small kobold: architectural "frame" and ancient chains that must weight heavier than her... somebody's level of chaotic mischief will get seriously toned down for a while!
Not so comfy either: those body shackles offer no slack and have sharpish edges, so long term wriggling will bite and saw cruelly. If cramps set, she'll have to endure without much free range to stretch. And speaking of cramps, that canon-ball of a gag is not something you wanna chew on too hard if you care for your teeth: better learn to relax these jaw muscle a lot, and get used to the taste of rust.
It must weight a ton as well, and letting her muzzle tilt down too much will further stress her lower jaw while getting her collar to crush her throat: it looks like nothing, but this lady is currently getting inescapable physical exercise. She'll get miserable real soon, and can forget the idea of restful naps. At best brief lapses, punished by a stern yanking back to reality, at random intervals, when tiredness will set enough.
Since her environment looks like a swampy area and she can't so much as scratch her nose, she might still keep shaking as she can --further exhausting herself-- in useless attempts to fend insects away for a long while. At least, being near a pond means relative freshness (at the expense to get teased by all that nearby water when thirsty, which should happen soon with all the drooling and sweating her situation will surely entice).
With taunt chains like these, she'll be kept nearly immobile safe a tiny bit of up and down sway. Not much, but its stiffness and inertia letting her feel the strength of her bonds should will add to the sensation of utter helplessness. If she's "floating", the sharp metal pinching her skin will still keep her highly aware of her own modest weight, and make her curse those one or two tiny centimeters she's lacking to touch the ground and be able to better support herself, to make her cramping leg muscles play.
The so-close-yet-so-far key is an extra cruel touch. Are there big padlocks in her back? (If so, did her captor clip her claws so she can toy with the middle one all her heart's content but has no chance to flaunt some eventual lock-picking skills?) Or is it rather a reminder of what brought her here, and that she will not get? (Maybe that full of riches chest is right in front of her, if her captors are sure no other mischievous creature will come around... or ready to trap a friend, should the opportunity occur?)
In all cases, you should not keep your kobold playthings trapped this way for too long if you want them to last... but be assured that even just a few days long sentence (don't forget to hydrate them every now and then!) will give them plenty of time to rethink their behavior and position in the social order; and that you'll find a very tame and eager to please little heap of misery next time you ask: "hum, should I let you out yet?"
Beside, given a kobold's size, this is not such a big shrine: you can easily place a few of those in your garden, to enjoy the decoratively colorful critters! After a long day, watching their helpless suffering and knowing you have full control on power at least on that small personal realm can be very relaxing too: who doesn't like the sweet perfume of flowers and fresh schadenfreude in the air, on a spring evening, right? :)
