Exactly, the legs are interchangeable but the hypotenuse should be C because of the Pythagorean theorem: a^2 b^2=c^2.

Erm, actually, the Pythagorean Theorem is a^2 b^2 = c^2. However, I believe that this image is referencing the Law of Cosines, meaning that the side letters are interchangeable. The Law of Cosines states that c^2 = a^2 b^2 -2abcosC, where C is the angle opposite to the side with length c. It is used to generalize the Pythagorean Theorem for all triangles.
