Albedo is an alchemist, but also a painter, and he has his paint set out. So I assume she's just asking him to paint her feminized version of Gorou for the light novel.

First Ms. Hina is like fictional character in game, it's just a lot of people using Yae to send letters to Gorou and she lied and said it's really a milfy yokai woman answering them. Albedo did indeed draw her cutouts and standees that you see around game and can buy.
Yes Albedo could for sure use his Alchemy but that would just make the painting come to life and not affect Gorou.
also yes she did plan to make him crossdress at one point but we never actually see it happen.
