not rly, fetishism to an extent requires a level of obsession
she's no more a fetishist for wanting a couple of meters of height to feel powerful than a salaryman is a superhero fetishist/phile for fantasizing himself as Superman to feel powerful or something.
i wouldn't label it as fetishism just because we might be fetishists
