V sign is a cultural thing Japanese people do during pictures, like the duck face in the US. It implies a picture is being taken. It's because of a combination of different leaders doing the v for victory signs in front of Japanese diplomats after WW2 and certain celebrities the Japanese admire doing it for photos. I think the main one is some figure skater that smiled and gave the peace sign after falling, when others break down crying over smaller mistakes since they trained their whole life for that moment
