Lawfully, in Japan, any form of pornography is illegal.
Hentai artists and porn studios, in order to create content legally, have to abuse loophole in the law - censored pornography is not considered as pornography, but rather as erotic content which is fully legal.
Censorship here is basically like making characters wear clothes that'd cover reproductive organs of theirs.
