I found out why. Apparently it was because in the original comic, she was Baxter Stockmans lab assistant, so it was her lab uniform.
When changing things for the 80s show, they just.. didn't bother changing her outfit now that she was a reporter.
Details might be wrong, but im pretty sure thats the gist of it.
