To Denki, that isn't always how inheritance works. It could be that the gene for being short or tall is a dominant/recessive trait, where you need to have 2 copies of the same gene to be one way. It might be the case that the gene for being short is dominant in this situation so even if they have the "tall" gene from their mother they would still be short. Of course the tall gene might show up in later generations, if they reproduce with other quarterlings then statistically 1/4 of their future children will be orc sized.

And in reality very few traits in complex organisms are Mendelian. In humans only a handful are; sickle-cell trait is one.
Simple example: ABO blood type in humans is non-Mendelian, has a co-dominant inheritance pattern, with six genotypes and four phenotypes, A B AB O. (Mendelian traits are ones with three genotypes and three phenotypes.)
