Moreover, Fire Emblem has tons of implied sex. Like Sigurd and Deirdre having Seliph between chapters 2 and 3 of Genealogy and you later playing as him. Or Lucina , daughter of Chrom, from Awakening, who appears not only as a playable unit,but as an infant after the timeskip.

The actual answer is that everything officially done with Link has to pass the scrutiny of an internal IP protection board. Link can't have an onscreen romance for the same reason he can't have dialogue outside of player choices, or kill human enemies. (This is why the Yiga teleport away instead of dying, and why the "pirates" who occupied Lurelin Village turned out to just be regular monsters who happened to be based out of a galleon.) Fire Emblem and Xenoblade can involve their protagonists in romances because they replace their casts every game, skew older with their target demographics, and also Xenoblade still has its auteur director working on it and pushing for his vision, hence Rex's canon harem.

^"Replaces their cast every game". Shadow Dragon - New Mystery of the Emblem. Shadow Dragon - Echoes. Genealogy - Thracia. Path of Radiance - Radiant Dawn. Binding Blade - Blazing Sword. Three Houses - Three Hopes. In those games, some or even all of the cast from a previous game are playable again.
