Actually having played Sonic The Fighters extensively Honey's first few moves are based on Bootie Bop, Dodge, (likely Slip-Around) and Shadow Punch/Honey Special that ends in a sort of throw. For when she's directly on top of Tails, the closest move would be Body Dive which I could fairly easily see being taken sexually.
