I know nothing of Gundam, so I'll assume this Is canon and that Delaz Is a madlad.

Nah Delaz knew Cima was a backstabber but needed her fleet. He was expecting her to sell info and tech (she did) but he didn't expect her to also personally stage a mutiny, turn her fleet against his, and then put a bullet in his head though
