Monika can delete characters and has experimented with finer rewriting of virtual source code, but can be deleted. Tiffany can hijack multiple kinds of hardware without physical connection or even electricity, but can have her physical storage destroyed. Monika instantly deletes characters she doesn't see as sentient or walks in on them after they've disposed of themselves, while Giffany actively kills sentient beings. I say that Giffany has a killer instinct and can destroy Monika's soul (software), while Monika cannot reach Giffany's soul (hardware): Giffany wins this battle.

Why are we talking about whether or not Monika or Giffany would win in a fight? This ain't death battle, this is rule 34. (Although I do think Monika could probably beat Giffany in a fistfight, I think she mentions that she exercises in the game somewhere. Correct me if I'm wrong.)
