^It's a reference to how in her new years outfit one of the things she can do is have a fish in a bag on her head, which in turn is probably a reference to those fish in bags you can get from winning carnival games that often crop up around new years in some parts of the world.

To answer first guys question, Ame has the bag with a fish on top of her head because in the livestream (just look up bathroom reviews) ame does indeed have a fish on her head, which is because of her new years outfit being able to have it.
