no I'm quite certain, at no point in the game, does it imply that Diluc and Jean are that close in any way shape or form. It's entirely fan community ships from people who likely barely play the game. I'd almost even venture a guess that there was another older sibling or family member on one side or the other that one of them had history with. Aside from knowing nothing about that though, he is simply just a former member of the Knights of Favonius who was likely an active member long before Jean took over as acting Grand Master.

Jean is not Diluc's brother, Kaeya is Dilucs adopted brother when Dilucs father found him abandoned

Kaeya was animated here with Jean because most people ship Jean with Diluc (they aren't siblings), but Kaeya is Dilucs adopted sibling so this video is still weird nasty
