This actually doesn't feel that unbalanced. It could use 1, maybe 2, more restriction(s) that the user would have to do like banish their own extra deck too, or something. I say this because to me decks that banish cards on a huge scale aren't that common I rarely run into them or use them myself. That and trap cards in current Yu-Gi-Oh! are very slow especially since this is a regular trap card.
