Just to clarify, this is actually Bon Clay (aka Bentham) using his powers to take on the appearance of Hiyori disguised as Komurasaki. Ironic given his/her devil fruit's previous user was that hag Kurozumi Higurashi who tricked Oden by pretending to be Momo which led to Oden's defeat by Kaido (who killed the hag for interfering which lead to the fruit ending up back in circulation and eventually eaten by Bentham). Basically if their is a One Piece character wearing Bon Clay's outfit, chances are they are actually Bon Clay shapeshifting (unless the artist who says otherwise).
Note: Bentham/Bon Clay survived their encounter with Warden Magellan & took over Iva's possession as the Queen of Newkama Land (aka the secret Level 5.5 of Impel Down), so they could always break out (or better yet use their devil fruit power to sneak out on a World Government ship) at some point.
