My only guess as to why Jigglypuff, Clefairy, Chansey, Bellossom, or even Sunflora didn't make it is either cause they're a little Human/Loli for the audience, or cause it's difficult to imagine having Sex with a Balloon or a Flower. Despite those public issues they will always be my most favorite no matter what anybody would say. Their Skin would probably be Silk Soft rather than Pillow Soft.
