I think it basically goes like this: enemy uses a forced ejaculation card on your unit, you counter with this chastity card, unfortunately the unit is restrained and the "semen counter" continues going up.

Blue tried to activate the ejaculation ability of one of their monsters, and Red countered with "Emergency Chastity Belt" which negates the ejaculation ability and prevents them from activating the ejaculation abilities of their monsters. Neither player can do anything so they repeatedly draw their card for the turn and pass while the semen counters accumulate.
