It's interpolation. Someone downloaded this scene and put it through an AI to increase the framerate from 24 to 60 which leads to frames being warped because the AI used to alter the framerate wasn't made for animation. For some reason people legitimately think this kind of thing looks better because its smoother and has "60FPS" labeled on it.
